To:  Kings Point Community Association (KPCA) residents adjoining the Cove & Landing Lakes

The KPCA Board has taken steps to improve the security of the Cove & Landing Lakes and surrounding greenbelt/trail entrances.  These areas are our private property as they are owned by KPCA and are posted for use only by residents.  You may have tried in the past to get the Houston Police Department(HPD) to respond to calls about non-resident trespass matters at the Lakes and been told that they could not respond since this was private property.

To remedy this situation, we have filed a Trespass Affidavit with the Kingwood office of HPD and given our support and intention for them to respond to non-resident trespass violations, i.e. fishing , suspicious vehicles parked at trail entrances, criminal mischief, vandalism, illegal dumping/littering, loitering, teenage drinking, etc. and to issue tickets or make arrests as required.  You may have noticed that signs have been posted at all lake-trail entrances stating that the Lakes are “Private Property for use by KPCA residents only and that Trespassers will be subject to Texas Penal Code 30.05”.  This is the appropriate warning required by law. 

We have also added warnings on all lake entrance signs by the streets indicating that these areas are “Closed Dusk to Dawn” or at night.  Address numbers have also been painted on the street curbs at each lake-trail entrance for easy identification/location of where a violation is located.  See the attached map for lake-trail entrance address numbers.

Instructions on how to make a trespass violation report are on the bottom of the attached map. The address of each lake-trail entrance is also noted on the map for easy identification of violation locations.  If you see non-resident trespassers, call the HPD non-emergency # 713-222-3131.  The response to your call will be dispatched according to your level of concern about the violation.  So if you feel threatened or concerned about your safety or the safety of anyone in the area, be sure to indicate such so that the response priority may be accelerated.  Do not be concerned as your identity will not be disclosed to violators.  Of course, if you are in immediate danger, you should always call 911.

We need your help to enforce trespass violations and to improve the safety of our lake areas & homes.  Be a good neighbor; please report non-resident trespass violations as they occur.
